On Cobalt, you arrive at the Vault to become the new Delegate. The Vault Keeper entrusts you with the magic artifact called the Blue Cyber. You're sent into the catacombs to consult with the spirits of past Delegates. The new Delegate begins the quest to discover a way to defeat the Locusts.
